German and 1.100 others. praying for the passage of an amendment to the Constitution of the United States. They are citizens of the State of Rhode Island. I suppose mainly naturalized citizens. who are not allowed to vote in that State unless they possess a freehold. and they pray for an additional amendment to the Constitution in these words: The right of citlzens of the United States to vote shall not be dented of abridged by the United States or by any State on account of the place of nativity of any citizen thereof. Sac. 2. The Congress shall have power to enforco this article by appropriate legislation.
