Speaker. I have listened with such care and attention as I might to the discussion and the various views which have been expressed. I do not think with my friend from Indiana that a uniform system of bankrupt laws is "an insult to the States." because I have a very high respect for those old fathers of ours who framed the Constitution and made this a provision of the Constitution the exercise of which in my judgment is as necessary for the good of the people as its correlative in the same paragraph. a uniform system of naturalization. although I believe that last system may not be so popular in Indiana. as they have there a system of naturalization of their own. Most of the arguments which have been used here are against the administration of the bankrupt law. I agree there never has been anything so faulty.
