Under the fourteenth amendment all persons born or naturalized in the United States. and subject to their jurisdiction. are citizens of the United States. but the halt. the lame. and the blind cannot. because citizens. claim entry into the Army. The recruiting officer looks under the Constitution and laws to that class of citizens which will make the best soldiers. without regard to nationality or previous condition. I believe the white man makes the best soldier.
