I knowthat in the State that I in part represent on this floor there is great necessity for some such provision. There are four or five railroads now being and about to be constructed in Texas. the miles of railroad there are constantly being added to. The immigration to the State is very great. and the demand for additional railroad and mail facilitiesisconstantly increasing. I made application myself at the PostOffice Department but a short time ago for additional mail facilities. which are absolutely necessary but which cannot be granted because there is no money appropriated for the purpose. I think the letter of the PostmasterGeneral ought to be conclusive on the subject.
