We are not a man ufacturing people. or only to a very small extent. we are really a great market. and yetwe cheerfully submit. never complaining. although our cloths. our ironware. although everything we consume is bought in the East. and we have to pay a high price for it on account of tariff taxation. The millions that we have been paying can be computed by any one. and we pay our large share and we pay it cheerfully. I say. sir. that it is provincialism which is the curse of the country. and when we get up here and plead for the people of the West she privileges which were had by the settlers of Massachusetts. of Vermont. and all of the New England States. from all which the tide of emigratien has poured West. and ask you not to bring down these cruel. crushing laws on the people of the Territories for your own sake. insomuch as your people seek homes with us. and in justice to us. then our broad empire is measur ed in the pintpot of a county in Massachusetts which forgot fifty years ago the necessities ora pioneer people. That is provincialism. the effect of which will be to injure the Territories of the United States. to cripple their prosperity. demoralize and depopulate them. and I believe it is unworthy of a discession like this. Now it is said very generously. we are informed. that if a settler will cut wood himself. he shall have that privilege not under existing laws. but gentlemen are willing the amendment shall go to that extent.
