I am a believer in the American idea of selfgovernment. carried to its fullest logical extent. anti in the doctrine of the right of the majority to rule wherever they may be. either in a State or Territory. or in this body. or anywhere else. The inhabitants of Wyoming when they became citizens of that Territory did not cease to be entitled to the rights and privileges of American citizenship. Many of them are emigrants from the older States in this Union. They left their early homes to build up in that remote precinct of the world the institutions of civilization and found a new State under circumstances of great disadvantage and privation. Now. sir. if there has been an attempt made to force upon these people a judge who in their opinion is disqualified or incompetent or unfit to discharge the duties of that position. or who is objectionaulo to them. one under whose judicial ministrations they are not willing to sit. it is their right to express that disinclination and to carry out their views and execute their wishes in any way within their power consistent with the organic act and the Constitution of the United States.
