Now. we are not bound by the judgment of the courts of any State. If we were. there could be no contest in this case. for the supreme court of California has decided it. When a court of record has issued naturalization papers this House has the right to inquire whether those papers are fraudulent or not. and now gentlemen say that we are estopped from refusing to count that fraudulent paper because it would be collaterally overruling the decisions of the court. In my judgment. as a matter of law. that ground is utterly untenable. In the four cases to which I have referred. the committee has refused to strike out the votes of men who voted upon fraudulent papers upon merely technical grounds.
