I should like very much to ask the honerable Seuator from Kansas one question ii egard to the text of the bill in the first section. \vhich he says has been before the committee for a great many years and htsireceived the approbation of the Committee on Indian Affairs. That is why it is that the committee in the ease of these Indians adopt an entirely different policy NOvnmIBER 20. as to what is required from what is adopted in the case of a foreigner born out of the jurisdiction of the country who asks to be naturalized. The German is obliged to prove to the satisfaction of the courtThat for five years he has behaved as a man of good moral character. attached to thoprinciples of the Censtitetien of the United States and well disposed to the good order and happiness of the same. The Indian. however. is only to prove that he has adopted "the habits of civilized life." not "all the habits." but only one of them.
