IT have yet to learn. Mr. President. that if aGoerman or an Englishman or a Frenchman expatriates himself and becomes a citizen of the United States under the naturalization laws. he by that act renounces all property that he may have acquired by inheritance or purchase in the country of which he was formally a citizen. It therefore is a rather remarkable objection to take. that this bill is unconstitutional because the Indian when he becomes a citizen may possibly retain property rights in the tribe or organization which he has abandoned. The Senator will observe that in the amendment proposed by the committee. atthe close of section 1. the language is as follows: And any transfer. alienation. or incumbrance of any interest he may hold or claim by reason of his former tribal relations shall be void.
