I beg to say that tle commissioners of emigration of the State of New York are here. and desire a conference with the Committee on Commerce tomorrow on the question of immigration. The Snpreme Court of the United States has recently decided that all the State legislation by which this subject has leretofore been regulated is unconstitutional and void. There is some urgency. therefore. that Congress shall provide the needed legislation in tihe sulject. I therefore ask unUnimois consent to present the ntitnorial of the commissioners of emigration to be printed it the RcotD and referred to the Committee on Commerce. and also to ititroducoa bill on the subject. to be referred to the same committee.
