In giving freedom with civil and political rights to one race it has not been unmindful of the rights atd liberties of the other. The same constitutional provision that gave freedom to the black man makes it forever impossible to enslave any portion of the white race. The citizenship secured by the fourteenth article of amendment to all persons born or naturalized in the United States applies alike to all persons. rich and poor. white and black. The inhibition upon the States to make or enforce any law which shall abridge the privileges or immunities of the citizens of the United States. or to deprive any person of life. liberty. or property without due process of law. or to deny to any person within their jurisdiction the equal protection of the laws. is a bulwark of safety to every citizen and a protection against the oppressors that might otherwise be created by sectional jealously or local hate. All these coustitutional provisions were passed in tle interest of personal liberty and individual security.
