President. in reference to this resolution of the Senator from California.. I shall say but a word. I understand that a recent decision of the Supreme Court has annulled the laws which California had enacted in reference to immigrants. I would suggest to the Senator having thins subject so much at heart whether it would not beAdvisable that lie should submit to the Senate or its Committee on the Judiciary some law which the United States might adopt. which might be acceptable to all parts of the nation. I suppose that the decision of the Supreme Court. which I havenot seen. was on the ground that that was a subject which belonged to the Federal rather than the State government. and. if I um correct in that supposition. it seems tome that that is one step which might well be taken toward bringing this subject to the attention of the councils of the nation. I have read the resolution which has been submitted. and which is to authorize the President to take measures for the reformation of the treaty with China. I have been toldI do not know how correctlythat. most of the imomigrants that come in froni China come from HongKong. the immigration from which I suppose would be regulated ratherby a treaty with England than with China. All Chinese who can reach that colony. when there. have no difficulty in being shipped to this country. It seems to me that if that is so it requires the further consideration of the Senator. or. at all events. that the resolution had better be referred to some committee to be considered in that regard.
