Such certificates would rarely be brought to the legation for the purpose of registration. There is another class to which Iwill now refer. It is a wellknown fact that there are hundreds of persons who emigrate to this country with no bona fide purpose or intent to become permanently a part of our population. and especially young men prior to the period when military service has been exacted of them. They reside here the time prescribed bylaw. and having thus acquired American citizenship. they return to their native countries there to remain the residue of their lives. using American citizenship for the sole and selfish purpose of escaping those burdens and obligations which fall in common upon all the inhabitants of that coun try. Of the existence and numbers of this class. our diplomatic correspondonce furnishes the most abundant proof.
