There is not one. England included. that dots not permit aliens to hold real and personal estate and transmit it by inheritance or devise. There is not one that does not recognize. to some extent. the rights of expatriation and emigration. where half a century ago theso doctrines were received with distaste and abhorrence. Sucl. then. is the progress of modern civilization upon these points. and we may well anticipate that. by means of treaties. loislation. and the efforts of those learned international societies v -ich are specially directing their attention to this subject. we shall ia a few years see a perfect uniformity of doctrine upon all essential points of nationality. and thus one of the most ordinary causes of nteriiatioial discord will be forever removed. The first section of this bill defines the sense in which the words Idtoiulcile" and "reside" are to be received throughout all its provisios.
