I have listened with great attention to the debate ia referenceto the fourteenth and fifteenth amendments. and I desire to make one or two suggestions in regard to them. The question is whether under either or both these amendments Congress can pass a law to protect the man who goes to vote frombeing mobbed. or from unl wfll violence. in the exercise of his right. fain not able to understaud. after listening to the arguments. how Congress can do it. I ask the attention of Senators for a moment to the fourteenth amendment. which declares thatAll persons horn or naturalized in the United States. and subject to til jurisdiction thereof. are citizens of the United States sail of the State wherein they reside. Of course it is not claimed that that makes anybody a voter. If it did. it would make all the females in the country voters.
