One.other remark I have to make. which I think it right to make. I do not think that any wise man who loves his country and hopes for it a great future will desire at this time to annex any more Indians. Asiatics. and Africans. Already such a strain has been placed upon our Government and Constitution by tie enlargement of the elective franchise as to have placed our Constitution and very form of our Government in peril. Every step we may take to extend our borders over new fields of this class of population. who do not understand our system of government or any system of local selfgovernment. who are not fitted by education or morals for local selfgovernment. who ought not to be incorporated into our population nntilwe can unify the various elements of our present population and restore the healthful action of the form of Government given us by our fathersnot until that is done should we look forwar to see what we can do in the way of adding others to our population.
