Mr. President. I think very clearly this bill should be referred to the Committee on Indian Affairs. because it affects the Indian pulicy. and there is already referred to that comriittee a memorial from the State which I have the honor in part to represent. requesting suh legislation as wilt lead to the early opening of the Black Hills to tire settlement of emigrants. That memorial is already in tie possession of that committee. The question whether or not we shall now so change the law as to make that a criminal offense which before was a mere trespass certainly goes to that question.
