In this particular: It authorizes an alien to file his declaration before a clerk of any of the courts named in the section of the Revised Statutes referred to. Before the adoption of the Revised Statutes that was the law. but in the revision of the statutes the word "clerk" was omitted. A number of immigrants in ihe Northwestern States especially. supposing there had been no change in the law. Iave filed their declarations before the clerks of the courts. This bill is simply to put back the law to where it was before the revilion of the statutes was made.
