I desire to make one remark in regard to this bill. Under the law as it exists at present. no person except citizens of the United States can be registered as owner or part owner of an American registered vessel. This bill does not propose in any respect to change the naturalization laws. It does propose. hoe vver. to so change the existing law that a person who has been a resident of the United States for ten years. and who is of foreign birth. who has filed his declaration of intention to become a citizen. may be registered as owner or part owner of an American vessel. Although it proposes a sonewhat radical change in the law.
