I fun for the constant assertion of that power within the limits of the Constitution. and first and now. such legislation by the authority of the Constitution. inclnding the thirteenth. fourteenth. and fifteenth amendments. as will give to every citizenI his rights. not as a citizen of a State merely. but us a citizen of the United States. The fourteenth amendment to the Constitution reads thus: All persons born or naturalized in the United States. and subject to the juristic. tion thereof. arc citizens of the United States andof the State wherein they reside. "C itizens of the United States. and of the State wherein they reside." First citizens of the United States. and then citizens of the State wherein they reside.
