The fourteenth amendment to the Constitution reads thus: All persons born or naturalized in the United States. and subject to the juristic. tion thereof. arc citizens of the United States andof the State wherein they reside. "C itizens of the United States. and of the State wherein they reside." First citizens of the United States. and then citizens of the State wherein they reside. Now mark what follows: Nto State shall make or enforce any law which shall abridge the privileges or iutufnities of citizons of the United States. These words were chosen with care.
