Mr. Speaker. soon after the adoption of te Constitution of the United States various amendments were made to it. eleven its number. aid all these amendments provided limitations upon the powers of the General Government An additional aniendment was made in the year 1803. but after that. and after a lapse of nmre than fifty years. there were three other amendments made to the Constitution. amcly. the thirteenth. fourteenth. and fifteenth amondments. Tie first section of the fourteenth article of amendment. under whichthe advocates of this bill clain the constituttinal power to pass it. reads as follows: All persons born or naturalized in the United States. and suhiect to thejtrisdiction thereof. are citizens of the United States ad of tihe State wherein thoyreside. No State shall make or enforce sny law which shall airidge the ptivileges or iniunities of citizens of the United States. nor shall any State deprive any person of life. liberty. or property. without duoe process of asw. nor deny to any person within itsjnristdicton the equal protection of its laws.
