I should move to raise this passport tax to twentyfive dollars if it were not for one thing. and that is that most of the countries in Europe have abolished the passport system. so that passports are very little needed anywhere. Russia and Italy are the only countries where they are needed. We have very few Russian naturalized citizens. and fewer still Italians. and when they go home they do not take passports. The passport is only for the traveler who goes abroad for the purpose of spending his money abroad. He not only impoverishes his country while he is abroad by what he takes out of it in gold to spend thee. but while he is there he buys all his clothes. and his wifes clothes. and his aunts clothes. andi his neices clothes. and his daughters clothes. and brings them in free of duty.
