Yes. sir. that without having to go through a renaturalization in the country of his birth he becomes a citizen of that country by returning and becoming domiciled there. anid we have five treaties in which it is provided that a term of two years continuous residence shall constitute the presumption of domicile and permanent residence there. though not conclusive. Now. Mr. Speaker. the object of this bill is to give to an American citizen. a nattralized American citizen. who goes abroad a simple way in which he shall be protected from teceomhg again a citizen of the courtry to -which lie formerly belonged.
