Mr. Speaker. few questions have greater importance to the American people than thpse which affcut ettiralizatioi and oitizanshiip. the qnestion before the House. citizenship is such whether operative within the United States or out of the Utited Atates. I think that the American people may well be interested in this whole question. in view of the fact that we aria either ourselves emigrants or the descendants of emigrants. We stand today the only natiouality of which that can he said to any considerable extent. And permit me to say. in connection with this question.
