State and national. with reference to what coostitutes American citizenship. Now. thirdly. there is another class of persons who are citizens for the time being. lit under certain circumstances such ciiizenship is lost or suspended. Among them are. " first. born or naturalized citizens of the United States. who become nattralized as citizens or subjects of another State." I need not stop to discuss the propriety of the adoption of that provision. It is in the line of Americaa thought atn action on this subject. It is in acknowledgment of the right of expatriation. Any citizen. either born here or becoming such by naturalization. may change his nationality as he pleases without let or hinderaunce on our part. Another class is those "who enter into the civil. naval. or military service of any foreign prince or state. or of any colony. district. orpeople foreign to the United States."
