I think that this is an unwise depatntre front a system whichl has worked well herctofore. arnd to my nind it is the principal objection to this hill. There is an objection to the aggregatimi of three orfonr hundred tllsand acres of lad it the hands of any body of iren to be held even as is proposed antler the features of this bill. There is sn objection to dedicating so largo a portion of tie small remaining amount of agricultural public lands which are attractive to settlers and attractive to immigrants. and a principal reason is that these persons are aggregated togelter. are bet down in eommunities by themselves. they are not American citizens. they will not become American citizens in the true sense of the term. They are Memmnires. oi: if they were of soein other nation they would be Irish. they would be Germans. they wold not be Americans. I shall vote against the hill.
