When tis matter first came liefere the Senate I objected to the amode in which it was then sought to be disposed of because of this infornation wich had reached mc. and I at of opinion that wo never ought to establish the precodet of admitting colonies from abroat within our territory with a direct or indirect provision i the law admitting them by which they should be exempted front the defense of our common country. And as this bill is so draxvn thlit they may take up these lands. may hold them and own them. and still reiiaiI in lawthe subjeets of a foreign power and not liable to ie drawn into the niilitaryserviee of tire Uiitec States in tune of war. I ecaniotvote for this bill until in that respect it be aniendd. aid if it is amended iu that respect. and if the Seaatorfrom Minnesota inserts a provision in it thab before their title to theso lands shill bcoro pcrfcct they shall ticeonle natralized citizens of the United Stateso. o irlenniorte will come to our shores.
