I am as gladas auy one can be to see this ceoutry settled by immigrants who come here attracted by our peculiar institutions aind our peculiar advantages. but I think it would be a bad precedent to establish to offer to these people before they come here advantages that are not offered to others. I may be mistacen. bue fro the histy investigation I have given to this bill it appiears to me to be subject to that objection.
