Speaker of the Aeseebly. Such is the resolution of the Legislature of theState of California. and to my own kinewledge the recitals tlirei s are correct. This subject of Chinese immigration. so called. is not understood. I respecvtfully submit. either in this Chamber or among the people of the Atlantic States. Is has not the characteristics of immigration. We call it the importation of Chinese. and it is so denominated in this resoliion. and the word used is strictly appropriate. It is the importation of a servile element of that people. and it has none of the characteristics of free and voluntary immigration. The treaty to which this resolution refers. article I. reads as follows: AnT. 5. The United States of America and the Emperor of China cordially reroice the inherent and inalienable right of man to change his home and allegine. .nd also the mutual advantage of the free migration and eseigration of their citiceno and sabjeets. respectively. from the one country to the other. for purposes of curiosity. of trade. or as prmanet residelts.
