But it will be seen that the Constitation doesnot act upon corporations or individuals. they are not prohibited from making a distinction between citizens in their relations with them. nor is any power given to Congress to enact laws upon that subject. If any corporation or person shall deny to any citizen. or prohibit him fro") enjoying any privilege or immunity to which lie is entitled. the laws of the country. common to ill. afford fie relief. The section in question did not confer upon the citizens of the United States Any privileges or immunities not before enjoyed by them. nor did it intend to do so. it simply declared who should be citizens of the United States. namely. all persons born or naturalized in the United Stttes. and subject to the iurisdiction thereof. It didnot even grant the right to vote. it left the regulation of the franchise like all other civil State rights. with the States respectively. where it properly belonged and where it had always been controlled.
