ThePennsylvaia Senators in that Congress. and who were esteemed then and now as among the purest of our patriot fathers. were Robert Morris and Albert Gallatin. Both of them accepted that back pay. DECEMiBE 11. and yet. when the latter. in 1794. was unseated from the Senate because of noncitizenship for the requisite nine years under tho Constitution. he was taken lip by the people in one of the Pennsylvalia congressional districts where he did not reside. and was elected to tho House of Representatives. in order that hit valuable services shouIld not be lost to the State and the country. As I have said. both he and his colleague. Robert Morris. took the retroactive pay. and yet* for that they lost neither the coofidence nortio respect of the people of Pennsylvania.
