The accompanying papers sRhow that some advance. although slight. has been inade during the past year towards the suppressin of the infamous Chinese coolie trade. I recommend Congress to inquire whether additional legislation be not needed oin this subject. The money awarded to the United States by the tribunal of arbitration at Geneva. was paid by Her Majestys Goveriment a few days in advance of the tioe when it wosld have become payable accordinlg to the terms of [lie treaty.
